What is the ‘NJ Collaborative for Excellence in Public Health’?

The NJ Collaborative for Excellence in Public Health (NJCEPH) was created as a result of the NJ Health Officers Association (NJHOA) receiving a three-year Multi-state Learning Collaborative (MLC) grant. The MLC is funded nationally by the Robert Wood Johnson Foundation (RWJF) and managed by the National Network of Public Health Institutes (NNPHI). It has been implemented in tandem with efforts toward developing a national voluntary accreditation program for public health agencies. Because this is the third phase of the effort, it is referred to nationally as ‘MLC-3.’ 

NJCEPH is facilitated by a partnership of the NJ Health Officer’s Association, UMDNJ-School of Public Health – Office of Public Health Practice, and the NJ Department of Health and Senior Services. The process is facilitated by a steering committee with representatives of each organization. The goal of NJCEPH, in the short term, is to provide participating Health Departments with tools, technical assistance, and training in quality improvement to help them identify ways of improving their organization’s performance. In the long term, the outcomes of participation will contribute to the national

standard / metrics to be used in the public health voluntary accreditation process, anticipated to begin in 2011. 

The implementation of this three-year grant process was first presented to the membership of the NJ Health Officers Association at an association meeting on April 24, 2008.


On June 2, 2008, the online grant application process went ‘live.’ It was announced via the NJ Health Officers Association listserve, and on the NJHOA website. 


To assure a thorough understanding of what participation in the project would involve, a Bidder’s Conference Call was held on June 6, 2008.


In July of 2008, two mini-collaboratives (groups of local, regional and county health departments) were selected from a pool of applicants to participate in our ‘first round’.   A nominal scoring process was used, applying these scoring guidelines.


The two mini-collaboratives are:

Southern Regional Governmental Public Health Partnership (GPHP) and the

Monmouth County Governmental Public Health Partnership


Each mini-collaborative signed a Memorandum of Agreement (MOA)


This first round officially began in September 2008 with our Kick-Off Learning Session and will continue through December 2009.
